On behalf of the Hong Kong Special Administrative Region (HKSAR) Government, I warmly welcome you all to the 12th Asia Cultural Co-operation Forum (ACCF) 2022 in Hong Kong on 14 and 15 December 2022. The 2022 ACCF is also one of the signature events celebrating the 25th anniversary of the establishment of HKSAR.
Located in the heart of Asia and with full support from the Central Government, Hong Kong has developed into an international cultural metropolis with a distinct identity grounded in Chinese traditions and enriched by different cultures. The Outline of the 14th Five‑Year Plan for National Economic and Social Development of the People's Republic of China and the Long-Range Objectives Through the Year 2035 affirms our country's support for Hong Kong to develop into an East-meets-West centre for international cultural exchange. The Chief Executive's Policy Address this year also states clearly that the current-term Government is committed to implementing new strategies and policies for fulfilling the new important role our country has bestowed on us. One key area of work is how we can foster cultural exchange and cooperation between different places regionally and internationally.
On this, the ACCF has been playing a significant role. Since its inception in 2003, the Forum has been a signature arts and culture event in Asia enhancing cultural exchange. It serves as a premier platform that brings together Cultural Ministers in the region to exchange ideas and experience on policy and measures for supporting the development of arts and culture, as well as fostering friendship across Asia. This year, ACCF will look into policies and issues pertaining to the promotion of cultural exchange. Apart from the Ministerial Panel, delegates are also invited to join guided tours to newly commissioned cultural facilities in Hong Kong. I hope these cultural tours will provide you with new insights into Hong Kong's distinctive culture.
The success of ACCF would not be possible without the continued support from the Cultural Ministers of our country and participating countries, as well as the participation of speakers and guests. I wish to take this opportunity to express my heartfelt gratitude to all the participants for their participation and contribution.
