Mr. Kim obtained his Bachelor degree in Russian Language and Literature in 1983, and his Master degree in Linguistics in 1985 from the University of Korea. He has also obtained a Postgraduate Diploma in Arts Administration from the City University of London in 1991. He has taken manager and consultant role in different arts institutes such as Seoul Arts Centre (1987 – 1997), LG Arts Centre for Performing Arts (1997 – 2001) and Metta Consulting Inc. (2002-2004).

He has been a visiting Professor of Arts Management Department in Kyunghee University and the Advisor to the Ministry of Trade and Foreign Affairs.
